According to Kicker, Wolfsburg plan to transfer Vaclav Cerny to Rangers for roughly £8 million.
However, the German sports magazine, publishing on their website on Wednesday (22 January), noted that the Light Blues do not have the funds to pay such a payment.
However, the 27-year-old is unlikely to return to Wolfsburg, stating that he “no longer” wants to play for the Bundesliga club.
As a result, he could join another team in the summer, with West Ham reportedly interested in signing him.

Cerny has emerged as one of Rangers’ best players since joining the club on a season-long loan from Wolfsburg in the summer.
The Czech international has 12 goals and seven assists in 33 appearances for the Glasgow giants this season.
There is no doubt that the attacker will leave a massive vacuum at Ibrox if the Gers do not find a way to turn his loan move into a permanent one.
The Scottish Premiership outfit would also undoubtedly find it difficult to find a replacement for Cerny, meaning this position is far from ideal for them.
Furthermore, Rangers would struggle to persuade Cerny to stay in Govan if a club like West Ham was interested in recruiting him.
The lure of the Premier League may be too much for the Ibrox club to overcome.
For the time being, Cerny will be hopeful of continuing his great form at Rangers and assist them reach their targets.
