Hamer has signed personal terms with the Whites, and the two Yorkshire clubs are currently negotiating a transfer cost.
Leeds have already had a £13 million deal rejected for the 27-year-old, but are likely to make a second offer.
This deal is expected to be completed before Friday’s deadline.
Gustavo Hamer, described as ‘one of the top players in the Championship’ by the Coventry Telegraph, can play as a number 8 or a traditional number 10.
The former Netherlands youth international had a strong debut season with The Blades last season, scoring 10 goals in the Premier League.
