As Nottingham Forest prepares to expand City Ground, Premier League financial rules will not take stadium expenditures into account.
That is the opinion of finance expert Kieran Maguire, who exclusively told Football Insider that Forest can proceed ‘full steam ahead’ with stadium preparations since they are free from Profit and Sustainability Rules.
According to The Athletic, Forest have devised a’master plan’ to increase City Ground’s capacity to 40,000 and construct a new cutting-edge training facility.
It comes at a time when the team faces a possible points deduction for violating Premier League financial regulations.

Forest will know the outcome of their case at the conclusion of the season after being charged with exceeding permissible losses over a three-year period.
Maguire said that Forest’s stadium ambitions will be unaffected by financial regulations, allowing the club to grow its overall revenue and payroll bill.
“Nottingham Forest’s financial issues are not money-related because their owner is very independently wealthy,” Maguire told Football Insider’s Sean Fisher.
“It has to do with adhering to the cost-control regulations.
“The good news for Forest is that infrastructure costs are excluded from PSR, so they can go full speed ahead with this.
“I also believe that, with new restrictions that are likely to mirror those of UEFA, generating income is vital.
“For every extra £1 million that Forest can generate from matchday revenue at their expanded stadium that’s an extra £700,000 on their wage bill.”
